10x Gas Fees

Currently our gas fees on-chain are extremely low, requiring 3.74 LUNC for a send transaction ($0.00038). This has contributed to a situation where transaction spam attacks against our network are seen as feasible and economical to perform. As part of a comprehensive approach to deal with network spam attacks, it is proposed to 10x on-chain gas fees. Current gas fees can be found here https://terra-classic-fcd.publicnode.com/v1/txs/gas_prices As gas fees are split 50% to the community pool and 50% to staking rewards, this proposal would greatly increase the cost of making transaction attacks against the network, and bring additional resources to the chain in terms of community pool funding and staking rewards. If this proposal passes all dapps and chain partners need to be informed of the new gas values. Vote YES if you agree to increase gas fees 10x. Vote NO if you do not agree to increase gas fees 10x. This proposal is going to vote straight away without a customary 7 day discussion period due to the continual threat of network spam attacks.
