Burn 800M USTC through Contract Migration

This proposal seeks validator and community agreement to migrate the contract terra1qyw695vaxj7jl6s4u564c6xkfe59kercg0h88w (Risk Harbor Multisig wallet containing 800M USTC) to the code ID 8508. The proposed target code ID was compiled and deployed from the following repository: https://github.com/fragwuerdig/cw3-800m . The new code alongside with the migration handler will effectively blacklist the Risk Harbor wallet (as per proposal 11832) and burn it’s 800M USTC balance (as per proposal 11660 and 11710). The migration handler will automatically take care of the tax to execute the burn transaction.
