Set the Minimum Initial Deposit to 1M LUNC

This parameter change proposal seeks validator and community approval to set the minimum initial deposit ratio for governance proposal deposits to 20%. At the current minimum deposit amount of 5M LUNC the minimum initial deposit would equate to 1M LUNC. This means, that when a proposer wants to submit a new proposal, he/she must contribute at least 1M LUNC to the initial proposal deposit in order to be eligible to submit the proposal. Otherwise the proposal would be rejected (a.k.a. the transaction would fail). Note: This proposal is not about lowering the proposal deposit amount from 5M to 1M. This proposal is about introducing a barrier of 1M to post proposals into the deposit section. Proposals will still have to fulfill the 5M deposit amount to be elevated into the voting section. It is also worth noting that the initial deposit made by the proposer will count into the overall 5M deposit requirement.
