Enforce minimum 5% validator commission

Governance Proposal 11322 was submitted on 29/1/23 and passed, stating that the minimum validator commission should be set at 5%. At the time of writing, 6 validators are below the mandatory 5% commission, as set out by governance! Due to the failure of functional code preventing validators from breaking governance rules of a minimum 5% commission, it will become the responsibility of the L1 team to monitor validator commission. This to be checked once every 24-hour period. Any non-compliant validators will be immediately manually jailed, carried out by the L1 team. Validators will only be unjailed once the commission has been raised to above the mandatory 5%. Once dynamic commission code has been released, this policy will become redundant but to be used as a backup should the code fail to function correctly again in the future. Vote "Yes" if you believe governance should be respected, and all validators should be above the minimum 5% commission. Vote "No" if you believe validators have the right to ignore governance.
