Whitelist CoinInn Wallets for Off-chain Burns

See full proposal here: https://commonwealth.im/terra-classic/discussion/13261-enabling-coininn-offchain-burns?tab=0 SUMMARY: This proposal aims to fulfil the on-chain end of the CoinInn Off-chain Burns deal by whitelisting CoinInn’s central exchange wallet as well as internal wallets (if applicable). This will ensure the facilition of tax-free transactions for on-chain wallets to CoinInn exchange and free movement of funds between CoinInn's exchange wallets. In return, CoinInn will implement the 0.5% off-chain burn tax on sell transactions on LUNC as well as USTC. This proposal, extending from the previously submitted Global LUNC Burn Initiative, is being presented with an initial focus on Coininn while remaining committed to the objectives outlined in the Global LUNC Burn Initiative: For more details about the Global LUNC Burn Initiative , see the link below: https://commonwealth.im/terra-classic/discussion/12489-global-lunc-burn-initiative NOTE: This proposal will not reduce, increase, nor add any additional taxes. We have opted for a phased approach in the implementation of the Global LUNC Burn Initiative, as we firmly believe that segmenting the adoption plan into distinct phases amplifies the probability of achieving widespread adoption, particularly once the positive impacts of its implementation have been demonstrated. Hence, we will focus on the adoption of this off-chain tax one exchange at a time, starting with CoinInn.
