Six Samurai Community Outreach (Astroport)

INTRODUCTION This is a signaling proposal to show the Six Samurai engineering team that we'd like them to return to the chain, and help LUNC by assisting in fixing and debugging Astroport. It's been over 90 days now since the current L1 team broke, and then abandoned Astro, gridlocking some $700,000 in there. Whether Vinh and the others are too busy or lack the ability to deliver on this doesn't matter, Astroport Classic remains broken with no repair in sight. It was the biggest source of on-chain liquidity and we need it back ASAP. The only other noteworthy team who demonstrated a desire to work on LUNC were the Six Samurai. This signaling proposal aims to show them that we want them back! If by some miracle Astroport is fixed by its devs, then the Samurai could help the L1 team implement and test the recently-passed dynamic validator commission fees, for the purpose of VP decentralization (LUNC's Nakamoto Coefficient is only 3, which is dangerously low if we want a truly decentralized chain). If both Astroport and the dynamic commission fees are implemented then this remains a general signaling prop to the Samurai to return to the chain and help by working on it. BACKGROUND Recently we've had community members asking Solid Snake (Samurai co-lead) whether his team would be interested in returning to LUNC in order to help fix the chain... including many of the features the parity upgrade broke since it was deployed. Snake said he'd talk to his crew, but he'd like the community to pass a signaling proposal first to show whether there was any interest from our side. That led to the writing of this prop. We'd like to show the Samurai team that the community wants them back and working to fix Astroport! Note that this isn't a spend proposal - there's no money involved. The work would be done for free.
