Set max voting power 8%

This is a proposal requesting a change to the maximum vote power. Due to recent events, it has been noticed that some validators may not be acting with the best interests of the community (Spreading misinformation and FUD) Validators should always provide a suitable explanation for a 'NO' vote Especially when it concerns Ocatgon and the entire chain. Otherwise they should ABSTAIN or simply not vote at all untill an explanation is given. For this reason i am suggesting a cap to be set at 8% and rewards be diluted for those who are staked with validators over the max cap. Without a cap the chain could be damaged by future bad actors, And lose its decentralisation. I ask all validators to consider this proposal seriously before voting. Thanks! Chrono
