How the model works

Quorum includes Abstain and passes at equality. Approval excludes Abstain and must strictly exceed the chosen ordinary or expedited fraction. Veto divides veto power by all participating power, including Abstain, and blocks only above its fraction. Zero denominators stay undefined.

Ratios reuse StatsBin’s reported aggregate model for Cosmos SDK 0.53.6 / math 1.5.3: division at 36 decimal places, then half-even rounding to 18. This does not authenticate internal voting power, reconstruct delegator overrides or establish which implementation a real proposal used.
